Consumer protection is the main focus of Dodd Frank Act and the Investment Advisors and Money managers that are handling clients are under a lot of scrutiny from FINRA and SEC for the trading, performance reporting and sales of risky products to consumers. As much as JOBS Act allows them to market to a wider market, it also puts the responsibility of them to ensure Suitability Reviews are conducted before they are sold in the market.
